Healthy Parks Plan

In a commitment to building healthier communities through parks, the Harris County Precinct 4 Planning Department is proud to launch the Healthy Parks Plan. The Healthy Parks Plan will result in a master plan for all 55 parks, greenspaces, and trails in Harris County Precinct 4. The process will include extensive public engagement, incorporate rigorous data analysis, and finally develop an implementation strategy for projects, policies, and programs aimed at improving parks and greenspaces in Precinct 4. The Healthy Parks Plan will prioritize the parks.

PURPOSE OF THE PLAN

Individuals, children, and their families deserve access to high-quality parks. Parks and trails offer several benefits, including access to outdoor recreation, improved mental and physical health, spaces for community building, and environmental conservation. They also have a positive economic impact on surrounding neighborhoods and contribute to an improved quality of life. However, parks funding is limited. The Healthy Parks Plan allows Precinct 4 to pursue competitive funding and systematically reinvest in parks throughout the precinct in an equitable manner.

DATA ANALYSIS

As part of the Healthy Parks Plan, the Precinct 4 Planning department in partnership with a consultant team will develop a Healthy Parks Index (HPI) to rank parks based on the highest need in four categories:  

  • community health 
  • environmental vulnerability 
  • park access 
  • park underinvestment 


TIMELINE

This plan is a 14-month project starting in Spring 2024 and ending in June 2025.
