Commissioners Lesley Briones, Tom Ramsey Unveil $34 Billion Toro District™ Project Bringing 17,000 Jobs to Fast-Growing Northwest Harris County

Commissioners Lesley Briones and Tom Ramsey today unveiled the next step in a landmark public-private partnership with the first detailed vision for Toro District™, a transformational 83-acre mixed-use development in Northwest Harris County designed to bring jobs, infrastructure, youth opportunity, and County services closer to residents. 

Harris County is projected to grow nearly 40 percent over the next 25 years, with Cypress and Katy among the fastest-growing communities. Toro District™ is designed to meet that growth with long-term economic investment, infrastructure, and expanded access to services. 

Anchored by the Houston Texans’ new headquarters, the project is projected to generate approximately $34 billion in regional economic impact and create more than 17,000 jobs over time.

As a former teacher, I'm especially proud that students from Cy-Fair ISD, Waller ISD, and Lone Star College will gain hands-on experience and direct pathways into high-demand careers. As a Texans Fan, I am thrilled we are keeping our team in Harris County. This collaboration proves what's possible when we lead with a focus on the future."

“By bringing Harris County in as a partner, we made sure this development would work for the residents," said Commissioner Tom Ramsey, Harris County Precinct 3.“For us, that means expanding access to services with a county annex outside of the 610 loop, jumpstarting critical roadway extensions like Mason Road and Peek Road, hike and bike trails, park developments—all this culminating into my favorite thing as a licensed professional engineer—planning for growth the right way from day one. As if that wasn’t good enough - partnering with the Houston Texans will solidify this area as a destination for sports, entertainment, and economic growth. This is a historic investment in northwest Harris County, and a true commitment to improving quality of life for our residents.”

Located west of the Grand Parkway off Peek Road in Bridgeland Central®, Toro District™ will include nearly two million square feet of walkable office, healthcare, hospitality, retail, and entertainment space, establishing a new regional destination in unincorporated Northwest Harris County. 

The partnership was structured to deliver measurable public benefit, including: 

  • A 25,000-square-foot Harris County annex to expand access to County services closer to home 
  • Six parks and athletic fields to increase green space and recreation 
  • Approximately 5,000 parking spaces to support accessibility and regional events 
  • Workforce training and apprenticeship opportunities tied to construction and long-term operations. 

The Houston Texans’ headquarters will span more than 175,000 square feet and serve as a centralized hub for Football and Business Operations. The complex will include an indoor fieldhouse and three outdoor NFL training fields. Designed to host nearly 16,000 attendees, the fieldhouse will also serve as a venue for community events, graduations, youth programming, and national events. 

The development expands access to youth athletics with multiple flag football fields and capacity for up to 21 volleyball courts.

Students from Cypress-Fairbanks Independent School District, Waller Independent School District, and Lone Star College will gain access to internships, structured career pathways, and sports-focused academic initiatives designed to provide hands-on experience and entry into high-demand careers. 

In addition to the Texans’ headquarters, the broader mixed-use development will include: 

  • 1 million square feet of premium office space 
  • 300,000 square feet of retail and restaurant space 
  • 250,000 square feet of regional healthcare and sports medicine facilities 
  • 2 hotels totaling 300 keys 
  • 1,300 multifamily residential units 

Private partners emphasized the long-term impact of the project on the region and the organization.
