Cool 4 the Summer

Program Overview

Commissioner Lesley Briones and Precinct4Forward are launching the Cool 4 the Summer Initiative, which aims to protect vulnerable residents from extreme heat.

Precinct4Forward is a nonprofit organization that builds partnerships to amplify the impact of Harris County Precinct 4 initiatives and to implement innovative solutions to local challenges. Our latest joint program with Commissioner Lesley Briones and Precinct 4 is the Cool 4 the Summer Initiative, aims to protect vulnerable residents from extreme heat. The program provides over 100 free portable air conditioning units to seniors, low-income households, veterans, and individuals with disabilities, on a first-come, first-served basis, with a limit of one unit per household. Eligibility is restricted to individuals who have not received an A/C unit from any program within the past two years.

Approved applicants will be notified of a designated community center or alternative pickup location (to be announced). At the time of pickup, staff will assist in completing the two required forms:

  1. Acceptance/Receipt Form
  2. Recipient Disclaimer and Waiver Form

Applicants must sign and date both documents. A copy of the signed waiver, along with an A/C Unit Use & Care flyer, will be provided for reference.

Note: Due to limited capacity, a small number of units may be delivered and/or installed by our Road and Bridge Department. These requests will be evaluated on a case-by-case basis, based on need.

Eligibility Criteria

  1. Must be a resident of Harris County Precinct 4. 
  2. Qualifying household type- must belong to at least one of the following categories: 
    • Senior (Age 60 or older) 
    • Low-income household (Proof of income may be required) 
    • Veteran (Proof of veteran status may be required) 
    • An individual with a disability (Medical documentation or disability benefits letter may be required) 
  3. Unit History 
    • Must not have received a free air conditioning unit from any program within the past two years. 
  4. Household Limit 
    • One unit per household. Duplicate applications from the same address will not be accepted. 
  5. Availability 
    • Units will be distributed on a first-come, first-served basis while supplies last.
