In a commitment to alleviating flooding, closing critical connectivity gaps, improving access to parks, and increasing public safety, Commissioner Lesley Briones is launching her third Call 4 Projects as part of the Harris County Precinct 4 Places 4 People program.

Through the Places 4 People program, Harris County Precinct 4 partners with local organizations to deliver progress in the form of improved, resilient infrastructure across the Precinct.

The program was launched in 2023. To date, our partners and Precinct 4 have invested $220 million into 52 much-needed projects.

Frequently Asked Questions

What is new this year in 2025?

  • Pre-Application—Applicants must first complete and submit a pre-application form online by June 23, 2025. Precinct 4 staff will review all submissions to assess project feasibility and alignment with the following aspirational values and policy priorities: equity, resilience, sustainability, community support, healthy places and buildings, and universal design. On July 21, 2025, agencies with approved pre-applications will receive a formal invitation to apply to the program. Only those with a formal invitation may proceed with the full application process.

  • Applicants must submit a GIS shapefile or map package, or a map illustrating the proposed project. Applicants that fail to do so will be disqualified.

  • Applicants that are selected under the Capital Projects criteria must provide an engineering cost estimate that captures all costs associated with planning and design, community outreach and engagement, construction, traffic items, and administrative costs.

  • For selected projects, Precinct 4 reserves the right to undertake and control the design process depending on the level of funding-commitment and design.

  • For selected projects, Precinct 4 representatives will need to be present at all design review meetings, pre-bid, and construction meetings.

What are the categories?

  • Planning (Conceptual projects that are in less than 30% design)

  • Capital Projects (Projects that are in 30% design or more and need to get to 60% to Final Design and/or Construction)

  • Maintenance (Projects that are focused on preserving and/or repairing public infrastructure assets)

How much money is available for the 2025 Call 4 Projects?

Precinct 4 is accepting funding requests of up to $7 million. Applicants must provide a minimum 30% match of the total estimated project cost. Selected applicants will be responsible for covering any project cost overruns.

What is the selection process like?

Applications will be reviewed on their merits consistent with Harris County Precinct 4’s Places 4 People Projects Guidelines available online at hcp4.net/infrastructure/call-for-projects. 

How and when will I be notified when a decision is made?

All award selections will be announced in November 2025.

Will I be notified if I’m not selected?

Yes. All applicants will be notified of their application status.

If I’m not selected, can I resubmit the same project next year?

Yes. Applicants are encouraged to resubmit denied project applications in the next Call 4 Projects cycle.

Do you provide feedback on why my project wasn’t selected?

Yes. Applicants can request a debrief to get guidance from Harris County Precinct 4 on how to strengthen a future application submittal.

Can you help me with my application?

Each applicant is responsible for preparing their application. Applicants are encouraged to attend “office hours” which occur on June 23, 2025, prior to the submission deadline. A recording of the “office hours” will be available on our website.
