The Inner Northwest community is one of Harris County's most dynamic places. It's where historic neighborhoods meet rapid new growth, where small, local businesses thrive alongside global employers, and where families enjoy good schools, parks, and an exceptionally diverse cultural landscape. Residents are also navigating the real challenges that come with growth and change.

With much to be proud of, the task before us is to build on these strengths and create an even brighter future. That's the purpose of All In 4 Inner Northwest—the vision of nearly 800 neighbors who came together to share what they want for their community’s future. This plan reflects the community’s priorities. It envisions safer streets, parks, trails, and green spaces that bring people together. It calls for healthcare and transit that meet families where they are, and infrastructure that enriches daily life.

This is a forward-looking plan that we will put into action together. Some projects will move quickly; others will take years. But the vision is clear—an Inner Northwest that remains a hub of opportunity, culture, and community for generations to come.

Vision and Values

Residents envision the Inner Northwest as the region’s best place to raise a family and grow old, safe, caring community with opportunities to walk, gather, and connect with natural and cultural resources. 

The values guiding the plan are:

These values were consistently reaffirmed during workshops, surveys, and engagement events, grounding the plan in what matters most to local residents. 

Our Process

The planning process was built on collaboration and inclusivity. 

A Steering Committee of nonprofits, civic leaders, and public agencies guided the effort, ensuring cross-sector collaboration. Community engagement included movie nights, surveys, focus groups, and workshops, with hundreds of residents providing direct input. 

Feedback was organized around five Levers of Influence:

    Looking Ahead

    The All in 4 Inner Northwest Plan is a commitment to shared action and accountability. With a five-year horizon and some projects stretching into the next decade, its success relies on collaboration between Precinct 4, local organizations, and the community itself. By aligning investments with community values and prioritizing equitable outcomes, this plan lays the groundwork for a safer, healthier, and more connected Inner Northwest. 

    Infrastructure & Sustainability

    • Create safe and dynamic streets that protect life and promote economic vitality  
    • Build infrastructure and programs that will enhance safe routes to schools, parks, and community destinations  
    • Embrace public transit as part of the solution to enhance infrastructure and accessibility  
    • Make Hempstead into a destination corridor that attracts economic development  
    • Improve freight and rail infrastructure with community voices at the table 

    Good Government

    • Prepare area neighborhoods and community leaders for future disasters

    • Empower residents to become leaders and build a stronger, connected community together

    • Leverage public infrastructure investments for Hempstead, high-speed rail, and other infrastructure projects to reinvest in Inner Northwest

    Education & Economic Opportunity

    • Cultivate a productive and connected multi-generational community

    • Establish a community hub for economic opportunity and workforce development at key community destinations

    • Target the development of 300-500 units of affordable housing per year in Inner Northwest

    Health

    • Build a holistic health system, integrate food security with care access, and expand green space to improve personal and environmental health.

    • Create a holistic, community-centered system of mental and physical healthcare, particularly for underserved populations.

    • Integrate food security and healthcare access through education, strategic distribution, community partnerships, and accessible transit.

    • Improve personal and environmental health by expanding greenspace and nature in public spaces.

    • Transform drainage infrastructure from purely functional elements into vibrant community assets and public spaces that enhance connectivity, promote active lifestyles, and bolster environmental resilience.

    Justice & Safety

    • Implement collaborative placemaking interventions to increase neighborhood safety.
