Precinct 4 Park Reservation Policies

Law Observance and Rules

  1. This document provides guidelines for individuals and organizations reserving and renting areas in Precinct 4 Parks. All permitted events, participants, and guests must comply with all applicable federal, state and local laws and regulations, as well as all Harris County and Precinct 4 Park Rules.
  2. No activity, performance, exhibition, or entertainment shall take place on the premises that is, or may be perceived as, dangerous, indecent, obscene, immoral, or offensive in any manner as determined by Precinct 4.
  3. No person or group shall use an area or facility of a center for any purpose other than that for which it was designed or assigned.
  4. The solicitation or sale of goods and services, or seeking donations for a cause, is prohibited without the prior written approval of permission by Precinct 4.
  5. Attendance shall not exceed the capacity of the rental space, pavilion, sports field, or facility at any time during the event.
  6. All groups must always be considerate of others and should not interfere with or disrupt other constituents or impede other ongoing activities.
  7. It is the responsibility of the reservation holder to convey the Parks policies to their guests.
  8. Reservations may be denied at the sole discretion of Precinct 4 based on user’s past performance or to support the needs of Precinct 4.
  9. Children under 18 must be supervised by an adult at all times.

Availability 

  1. Reservation/rental requests are accepted online or by calling the Parks Reservation Office at 281-353-8100. Monday through Friday between 8:00am and 4:00pm.
  2. Requested dates can be submitted in advance no sooner than seven (7) days, and no further than (45) days. Precinct 4’s reservation specialists are authorized to determine availability and if the requested dates can be accommodated.
  3. Reservations are made on a first-come, first-served basis. Incomplete reservations, including, but not limited to, missing or incomplete payments, insurance documentation, security requirement, etc. will be considered reservation forfeitures.
  4. Reservations can take place only during park hours without express written permission from Precinct 4. Reservation times must include setup and cleanup time.
  5. Some days and times may be unavailable due to Harris County holidays, special events, safety hazards, inclement weather (including forecasted), or contractual commitments, or other uses as determined by Precinct 4.
  6. Reservations can be terminated at any time at the discretion of local law enforcement authorities and/or the Precinct 4 Parks Department. Termination for cause will result in forfeiture of all fees and may cause the denial of future use of fields, courses, or pavilions.

Rental Fees

  1. If your reservation requires a rental fee, payment must be made online within five business days of submission of the application.
  2. If payment is not received or waivers remain unsigned on the fifth business day, the reservation may be subject to cancellation.

Security

  1. Depending on the size and nature of the reservation, security may be required. Security is mandatory for all events that have an expected attendance of 100 or more guests and/or involve the serving of alcohol. The minimum number of uniformed Constable Deputies required is two deputies per 100 individuals.
  2. Due to the geographic location of the Precinct 4 community centers, only officers from the Harris County Sheriff’s Office, Constable Precinct 4, or Constable Precinct 5 may be assigned to work the reservation. Precinct 4, Harris County Sherriff’s Deputies, and Constables’ Officers reserve the right to determine when event security is necessary, how many law enforcement officers are needed, and the security fees required to safely staff an event.
  3. If the event occurs at a community center within an incorporated city or municipality, additional permitting may be required. The User is responsible for acquiring all necessary permits and providing them to Precinct 4 no later than three days prior to their event.
  4. Charges will be calculated on an hourly basis, with a minimum of four hours at approximately $40 to $50 per hour, per deputy, for events requiring security. The Harris County Constable’s Office will ultimately determine the number of deputies required. The rate may be adjusted at the discretion of the officer based on availability, officers needed, date of event, holiday, or type of security needed.
  5. Alcoholic beverages are allowed only with a confirmed pavilion reservation at all the Precinct 4 Parks. Alcohol must be kept on the cement pad area of the pavilion. Carrying or consumption of any alcoholic beverage away from the designated area is not permitted and will be strictly enforced.
  6. Glass containers are not permitted in Precinct 4 parks.
  7. Park rules require that uniformed Constable Deputies be present for the entire reservation time frame when alcoholic beverages will be consumed.
  8. If the event occurs at a Precinct 4 park within an incorporated city or municipality, additional permitting may be required. Harris County Sherriff’s Deputies and Constables’ Officers will determine whether additional permitting is required. The User is responsible for acquiring all necessary permits and providing them to Precinct 4 no later than three days prior to their event.
  9. Violation of these regulations can result in immediate cancellation of your reservation and removal from the park.

Cancellations

  1. Any violation of the policies and procedures shall be cause for termination of the reservation by Precinct 4, in which case the user will forfeit all monies paid.
  2. Reservations can be cancelled at any time online or by phone up to 48 hours prior to the reservation date.
  3. Reservations may be forfeited after the third failure to inform reservation specialists of cancellations.
  4. Despite our best efforts, there may be occasions that require the rescheduling or cancellation of reservations, due to, but not limited emergency or disaster response activities. If reservations are affected to accommodate such events, fees paid will be refunded.

Decorations, Alterations, and Equipment

  1. Reserved areas must be left clean and in the same condition as it was found upon arrival. All displays, decorations, materials, equipment, supplies, etc. that were brought in for the reservation must be removed upon completion of the reservation time. 
  2. Propane and charcoal grills are allowed in designated areas and must be monitored at all times. Other types of open flames, flammable, or combustible materials are strictly prohibited.
  3. No nails, staples, tacks, tape, or adhesive materials may be used on the walls, furniture, or pavilion structures. Temporary hanging strips (e.g. Command Strips) are also prohibited.
  4. Pinatas are allowed with their own stand. You may not use trees, playground equipment, or any other structures in the park.
  5. Portable play equipment, such as moonwalks, are permitted only within pavilion rental facilities and require prior written approval from Precinct 4 along with a certificate of insurance supplied by the equipment vendor.
  6. The User is responsible for conveying the rules of park usage to all visitors utilizing the park pavilion space.

Reserved Rights and Exceptions

  1. Harris County Precinct 4 is committed to being efficient, effective, and responsible stewards of all county parks. Precinct 4 and its staff are dedicated to providing the highest standard of service with fairness and integrity. Precinct 4 also realizes, however, there may be urgent county business needs or efforts of public good which require deviations from these policies, standards, and procedures. Such exceptions shall be requested by Precinct 4 reservation specialists on a case-by-case basis, and within the sole discretion of Precinct 4.
  2. All exceptions to these policies, as requested solely by the reservations specialists, must have express written permission from Precinct 4 leadership.
