Commissioner Lesley Briones Decommissions Precinct 4 Flock Cameras

Today, Commissioner Lesley Briones directed her staff to decommission and cover all Flock cameras installed on Precinct 4 property.

"Nothing is more important to me than the safety and security of Harris County residents," said Commissioner Lesley Briones. “Safety and security includes protecting their privacy and the privacy of their families. I have heard my Precinct 4 residents’ legitimate concerns and am committed to addressing them. I will work closely with the community, my colleagues on Commissioners Court, our law enforcement partners, and our Harris County Attorney to determine the best path forward for the entire county. But I cannot wait to act. These Precinct 4 cameras are offline.”

In recent months, Harris County residents have raised serious questions about outside-agency access, vendor disclosure authority, improper searches by authorized users, and retention of downloaded records after the original data expires. “These cameras can be useful tools, but private ownership of the data and the use of AIpresent serious issues,” said Briones.

Before decommissioning, Precinct 4 had 48 security cameras and 13 automatic license plate readers (ALPRs) across nine parks and facilities — all of which will be decommissioned and covered. In the weeks and months ahead, Precinct 4 will continue working with the community, the Harris County Sheriff's Office, the County Attorney's Office, and our Constables to ensure that robust oversight and strict guardrails are in place for any technology deployed by law enforcement.
