Law Observance and Rules
- User, and User’s employees, agents, and/or service providers, shall comply with all applicable federal, state, and municipal laws, ordinances, rules, and regulations, including the policies of Precinct 4.
- No activity, performance, exhibition, or entertainment shall take place on the premises which is, or may be perceived as being, dangerous, indecent, obscene, immoral, or offensive in any manner as determined by Precinct 4.
- Reservations may be denied at the sole discretion of Precinct 4 based on User’s past performance.
- The selling of goods and services in the center is expressly prohibited without the express written permission of Precinct 4.
- Attendance shall not exceed the room capacity at any time during the event. Entrances, exits, and passageways must be kept clear at all times.
- No person or group shall use an area or facility of a center for any purpose other than for that which it was designed or assigned.
- Precinct 4 park rules and regulations shall be enforced at all times in the Precinct 4 parks. It is the User’s responsibility to ensure compliance with these rules.
- No smoking is allowed in any Precinct 4 community center building.
- No alcohol is allowed in the community center building or in the parking lot without the express written permission of Precinct 4.
- Children under 18 must be supervised by an adult at all times.
- No pets, other than properly trained and identified service animals, are allowed in the community center building.
- All groups must be considerate of others using the community center building and may not interfere with or disrupt the use of the building by Precinct 4, other constituents, or impede other ongoing activities.
Availability
- Reservations are made on a first-come, first-served basis.
- Reservations can take place only during community center business hours without express written permission from Precinct 4. Reservation times must include setup and cleanup time.
- Some days and times may be unavailable due to Harris County holidays, voting, programming or contractual commitments, and other use as determined by Precinct 4.
- Requested dates can be for one-time use, or for recurring reservations on a weekly, or intermittent basis throughout the year.
- Requested dates can be submitted in advance no sooner than seven (7) days, and no further than (45) days. Precinct 4’s reservation specialists are authorized to determine availability and if the requested dates can be accommodated.
Eligible Requestors
The following individuals and entities are eligible to request a reservation at a community center:
Individuals
- A resident of Harris County. Residents of the seven (7) surrounding counties (Fort Bend, Waller, Montgomery, Liberty, Chambers, Galveston, and Brazoria) may make reservation upon special request to be approved by reservation specialists.
- In good standing with Precinct 4, having no prior policy violations resulting in disqualification.
- Acting in personal capacity and not on behalf of a non-profit, civic, or for-profit organization.
- Age 21 years or over.
- In possession of a valid driver’s license or photo identification.
For-Profit: A for-profit organization registered to conduct business in the State of Texas, with an EIN, and in good standing with Harris County.
Civic/Non-profit
- A registered 501(c)(3) or another IRC Chapter 501(c) or 509 registered entity with an Employer Identification Number (EIN). Includes religious organizations. Proof of nonprofit status must be submitted to the reservation specialists before any requested dates are confirmed.
- A neighborhood association, municipal, county, state, or federal department, agency, or elected official.
- A group that may or may not be registered as a nonprofit organization, or another type of exempt organization that may or may not be associated with a national organization or conduct business informally for the public good. Such entities may include: Optimist, Kiwanis, NAACP, Rotary organizations, specified Anonymous support groups (i.e. Alcoholics Anonymous, etc.), Toastmasters, AARP, League of Women Voters, veterans’ groups, or other labor, political, education, leadership, and other civic-oriented groups.
Rental Fees
- If your reservation requires a rental fee, payment must be made online within five business days of submission of the application.
- If payment is not received or waivers remain unsigned on the fifth business day, the reservation may be subject to cancellation.

Security
- Depending on the size and nature of the reservation, security may be required. Security is mandatory for all events that have an expected attendance of 100 or more guests. The minimum number of uniformed Constable Deputies required is two deputies per 100 individuals.
- Due to the geographic location of the Precinct 4 community centers, only officers from the Harris County Sheriff’s Office, Constable Precinct 4, or Constable Precinct 5 may be assigned to work the reservation. Precinct 4, Harris County Sherriff’s Deputies, and Constables’ Officers reserve the right to determine when event security is necessary, how many law enforcement officers are needed, and the security fees required to safely staff an event.
- Charges will be calculated on an hourly basis, with a minimum of four hours at approximately $40 to $50 per hour, per deputy, for events requiring security. The Harris County Constable’s Office will ultimately determine the number of deputies required. The rate may be adjusted at the discretion of the officer based on availability, the number of officers needed, the date of the event, holidays, or the type of security needed.
- If the event occurs at a community center within an incorporated city or municipality, additional permitting may be required. Harris County Sherriff’s Deputies and Constables’ Officers will determine whether additional permitting is required. The User is responsible for acquiring all necessary permits and providing them to Precinct 4 no later than three days prior to their event.

Cancellations - Any violation of thepolicies and procedures shall be cause for termination of the reservation byPrecinct 4, in which case the User will forfeit all monies paid.
- Reservations can be cancelled at any time upto 48 hours prior to the meeting date.
- Reservations may be forfeited after the third failure to inform reservation specialists orcommunity center personnel of cancelled meetings.
- Despite our best efforts, there may be occasions that require therescheduling or cancellation of reservations in order to prioritize visitorsafety and support unplanned HarrisCounty initiatives, including but not limited to elections, election workerstraining, and emergency and disaster response. If reservations are affected toaccommodate such events, alternative dates willbe scheduled, and fees paid will be refunded.
- If the premises or any portion of the facility is destroyed or damagedby fire, flood, explosion, vandalism, loss of electricity, or other calamity byact of God beyond the control of Precinct 4 that will force the cancellation of the event, all fees paid for those affected reservation dates will berefunded.
Decorations, Alterations, and Equipment
- All displays, decorations, lecture materials, equipment, supplies, etc.that were brought in for the reservation must be removed upon completion of thereservation time. No materials may be stored in the community center forrecurring reservations.
- No food is to be left out or left behind after use of the building. The area reserved must be left clean and in the same condition as it was found uponarrival.
- Candles, open flames, flammable, or combustible materials are strictlyprohibited. Chafing burners are allowed only in the kitchen area and must besupervised at all times.
- Community center decorations may not be removed. Additional decorationsand promotional materials may be displayed only on the day of the reservation and for the time the location is reserved.
- No nails, staples, tacks, tape, or adhesive materials may be used onthe walls, furniture, or structures. Temporary hanging strips (e.g. CommandStrips) are also prohibited.
- Select community center equipment and appliances are available for useby reservation groups. This includes audio/visual equipment, furniture, kitchenappliances, and cleaning tools. Any equipment borrowed will be under the supervisionof community center personnel and must be returned at the end of thereservation.
- Coffee machines areavailable for use by reservation groups; however, all coffee supplies must beprovided by the User.
- Lockers are available at select community center locations and can only beused by regular community center programming or civic/non-profit organizations. Users must follow usage rules provided by community center personnel.
- Room(s) reserved must becleaned and returned to their original setup. The User responsibilities are to:
- Ensure all tables and chairs are wiped down and placed back on their racks.
- Vacuum carpet or sweep floors.
- Wipe down counters in art rooms and kitchen spaces.
- Mop spills on hard floors.
- Remove trash from the building and place it in the outside receptacle.
- Remove all personal items,food, meeting equipment, and promotional materials. The community center will not continue to display or give out external materials after thereservation.
- If center staff is availableto assist with setup or breakdown, including support for individuals withdisabilities, they will ensure safe handling of equipment.
- The User is responsible for conveying the rules of community centerusage to all visitors utilizing the community center space.
Reserved Rights and Exceptions
- Harris County Precinct 4 is committed to being efficient, effective, and responsible stewards of all county community centers. Precinct 4 and its staff are dedicated to providing the highest standard of service with fairness and integrity. Precinct 4 also realizes, however, there may be urgent county business needs or efforts of public good which require deviations from these policies, standards, and procedures. Such exceptions shall be requested by Precinct 4 reservation specialists on a case-by-case basis, and within the sole discretion of Precinct 4.
- All exceptions to these policies, as requested solely by the reservations specialists, must have express written permission from Precinct 4 leadership.
