The All in 4 Katy East: A Precinct 4 Community Planis the first of the All in 4 community plans. The report was completed in March 2025. The study area includes the unincorporated areas east of Katy from Katy Hockley Road to Highway 6 and Clay Road to the county line. Plan development started in late 2023 with extensive community engagement through workshops, a community survey, and steering committee meetings. The team collected more than 8,700 data points through three community workshops and a community survey.
The Katy East community plan provides a strategic framework to guide infrastructure investment, economic development and improved housing, health, and safety in the unincorporated areas east of Katy and west of Houston. The plan is based on the community’s aspirations for its future and a comprehensive assessment of the area resulting in 45 projects, program, and policy recommendations. These recommendations assist Precinct 4 in pursuing grant funding for roadway safety projects and forging partnerships with area non-profits, school districts, and MUDs for leveraging resources for critical health and public safety programs. Additionally, Precinct 4 will continue to convene meetings with area stakeholders to exchange information and ideas on projects and programs as a part of the Plan.
